勞工界對公務員劃一加薪3%感失望 憂偏離私人市場加劇流失

特首會同行政會議今天(4日)通過公務員加薪方案,高、中及低層公務員劃一加薪3%。勞聯立法會議員林振昇及周小松對此表示相當失望,認為今次加薪幅度遠低於薪酬趨勢淨指標,反映加幅再次偏離私人市場趨勢,恐怕將會進一步削弱公務員職位的吸引力,加劇公務員流失情況。 

 

 

林振昇:不利挽留及吸引人才

 

林振昇表示,理解政府在財赤下需審慎理財,惟當局亦須顧及公務員士氣及生活需要。他指截至去年1231日,公務員編制整體空缺率高達約10.3%,加上政府服務不斷提升,公務員同事們的工作量有增無減,若公務員工作與薪酬不成正比,將不利挽留和吸引優秀的人才加入政府,對整個社會都是損失。 

 

周小松指,低層公務員薪酬趨勢淨指標為5.47%,劃一加薪3%對他們並不公平。以二級工人目前起薪14,730元計算,加薪後每月增加約442元,與私人市場相比缺乏競爭力。他期望政府多關顧基層公務員,日後待政府財政好轉時,考慮提供較大的加薪幅度。 

 

工會不滿意及失望 :打擊士氣 

 

公務員工會聯合會總幹事梁籌庭回應《星島頭條》記者查詢時直言,對公務員今年度劃一加薪3%,而未有根據三級公務員薪酬趨勢調查結果調整,感到不滿意及非常失望。他表示,過去兩年基層公務員人手有大量流失,其工作往往都要由其他同事加班分擔,導致工作量大增。他形容局方今次決定打擊公務員士氣,直言當局不應以壓抑公務員加薪去填補赤字。 

 

梁籌庭續指,若按當局建議的加幅,部分基層公務員月薪僅由約14,700元加至約15,000元,對比私人市場空缺都以17,000元至18,000元起跳缺乏競爭力,難以招聘人手,「不是穩定就能請到人」。他表示工會將稍後與楊何蓓茵會面時,爭取當局按薪酬趨勢調查結果,對各級公務員加薪。
